Yes, a person with a handicap card can be towed if they are parked illegally. They can not be towed for parking in a handicap parking spot as long as they have the sign.
Thouroughly inspect the vehicle for a placard or sticker which should contain the Make/Model/Year of Manufacture and other information, much as you would find in the door frame of your car or truck. Start by checking under the hood of the camper (if it is so equipped as a motorhome). If not, then check inside all cupboards and cabinets also.

Not sure if you are talking about a vehicle for a disabled person or a vehicle that is disabled on the side of the road. If its the former then there are no special lights. If its the latter then the hazard lights on the vehicle will either be amber in the front and rear or amber in the front and red in the rear. Most vehicles the hazards are amber in the front and rear though

On federal waters, the Garbage Disposal Placard is required if your boat is 26 feet or longer. It must be displayed prominently.
The DOT explosives placard is a square on point (diamons) with an orange background and black ink. The word "Explosives" is written across the widest part of the placard. In the top corner is a drawing intended to suggest something in the process of exploding.
