Moving is when something is in motion and it remains in motion until an immovable force stops it. On the other hand when something is still then it is considered as not moving.
the diffrence is that the still one is like a staute the moving one is like kind of blury.
There is a problem with the ABS system. It is part of Traction Control. If the ABS is not working then the Traction Control is not working. You still have standard braking but probably no ABS. Have this checked by a professional, as it can be many things.
If you go to fast it is easier to lose control. Going slow also allows more time to maneuver/stop. "The keep moving at a slow speed", is important since a tire has more traction will the car is still moving. It is harder to start moving again without just spinning the tires.

If there is no net force acting on an object then the movement of the object doesn't change. If it is sitting still, then it remains sitting still. If it is moving, then it continues moving at the same speed in the same direction.
its recommended you put traction control on when driving in icey conditions, the car will still slide if you apply the brakes or accelerate quickly tho

it depends. if the car isn't moving, but the engine is still on, then yes the pistons are moving. if the engine is off, and the car isn't moving, then the pistons are still.
