You can apply Trojan Masonry & Concrete Sealer which is a water based polyester sealer that penetrates and hardens the concrete. As it is not a topical sealer like acrylics or silicones, you won't get hot tire pick up or a glossy, slippery finish that easily wears away.
Depending on what kind of sealer you use, the concrete should be completely dry and firm enough to walk on. Do you apply glue down and roll out vinyl then apply seam sealer to melt the edges together.
For a seamless finish, apply the stain before assembling the furniture.
Remove the bolts and apply Loc-tite or other brand of thread sealer. Reinstall. This should take of the bolts loosening. If you need to remove them later, you may need to apply heat to them.
