Cutting across empty parking rows or diagonally through lots
If he was driving forward past his intended parking space to take yours, then he is at fault. Cutting across is not permitted in parking lots although many people do it anyway.
Personally, I think that it should be the fault of the driver going across the aisle, but other may think otherwise.
The 3 types of instructions that you might come across in your day to day work as a forklift operator are: 1. You should inspect the forklift truck every day before using 2. Identifying site hazards and task/job related hazards 3. If you do not have a licence, you may only drive a forklift if you are under the supervision of an instructor who holds a valid licence for the type of vehicle you are driving.
A swerve should minimize the severity of the crash.
The person who cuts across parking spots, it's illegal. If the parking lot is private property the damage caused in an accident is a civil matter not a legal one in most cases. Traffic laws do not extend to private property.
It's possible for a non-ham to speak on a radio of a ham under supervision. That means the ham has to be at the "control point", or the locality where the action (talking) is taking place. But a non-ham couldn't say, be across the parking lot from him/her and use a ham radio.
Impossible to answer as it entirely depends on where your driving starting point is. You could be driving across town or driving a thousand miles.
If you take I-70 all the way across the state the driving distance is about 450 road miles.
