All newer model cars come with anti siphon devices. Manufacturers started doing this to prevent gas theft. Though no specific year can be found as to when this began.
if it only does it when you apply the brakes hard it could be the anti-lock brake system depending on the year some have a pump and its noise is what is described. The other possability is front disk brake pads are worn off and and gringing away the rotor.

Not sure about the GM cars, maybe 1968-1969. GM trucks came with disc brakes starting in 1971.
Usually when the anti-lock brake light comes on and stays on it means there is something wrong with your anti-locking brake system. You may want to look up recalls for your year of crown vic, and definitely get the car in and have it looked over.
It locks up because it is a car that knows when to stop. And i am a 10 year old girl. :)
There is a known ABS issue with Mazda Tributes in that year. Do a search for Mazda Tribute recalls and it should give a description. You should be able to bring it to a dealer to have the issue addressed at no charge.
Could be damaged brake shoes or hardware assuming they are drum brakes. Remove rear wheels and drums for a brake inspection. This should show you what's going on. The year, make and model info would help.
