Seatbelts were not mandatory until the 1950-1960's I believe, however, you can retro-fir your classic to have seatbelts. Although they are not original, they might not be a bad idea. I would put in lap belts for 60-70's cars, because it looks "more original". But if you have a Chevy Camaro, you could put in the one belt shoulder harness. Your choice, just don't modernize it too much.
