If you're talking about the pickups, never. The F650 and F750 are the only Ford vehicles available with a Cummins diesel. The only other Ford products which could have one were from their heavy duty commercial truck line, which was sold to Daimler A.G. in 1997 and subsequently became Sterling Trucks (which ceased in 2009).

The development of Cummins engines and the establishment of the company has nothing to do with Ford. As for using their engines, yes, Ford has used Cummins engines, in some of their medium duty trucks (currently represented by the F650 and F750... the F450 and F550 are also medium duty, but the Cummins engines were never available for those... the heavy duty market, Ford gave up in 1997 and sold to Daimler A.G., who put the trucks into production under the Sterling name.

If you're talking about the ones used in the GM trucks, no. Cummins engines and Allison transmissions are both used in a wide range of light, medium, and heavy duty vehicles, though, and the Allison/Cummins combination can be see on some vehicles.

The 6.9 engine in the Ford trucks was an International/Navistar diesel, and was never built with a turbo. The 7.3 Was introduced with a turbo in the early 90's.
