If you're talking about from the wheels, higher or lower in pitch with speed, it's one or both front wheel bearings. If you're talking about from the engine compartment, it's the Power Steering pump.

Possible its time to change those brake pads out. The whining noise is possibly the metal grinding to your rotor, which would cause your wheel to shake. Consider getting those rotors turned as well.
