You check the engine. Its simple really all you have to do is pore oil on the engine. If it starts makeing noises when you start it its a bad go cart so reture it.

first grab a pack of salt, 12 water bottles and a knife and straw, then pour salt into the water and screw the cap then poke a hole in the water bottle with the knife stick the straw to it then connect it to your cart engine gears and then turn on the fan to hot and your cart could go up to 213 mph!
If the person was really lite as was the rest of the go cart, then yes, if mot then one would be safer getting a larger engine such as that on a lawnmower

you would first have to have a side shaft engine. then weld a sprockit to the axle. of the go-cart. line up the side shaft of the engine with the sprockit weld another sprockit to the shaft. then use a bike chaine to connect the two, to make the axle move the wheels. to make it go fast and slow u first need a turtle and a hare lever on the engine. First u need to spring load the lever so when u pull it to hare then relsase it it will pull it self back to hare to make it go slow. mount the gas peddle to the floor of the go-cart. then u need a strong wire from the peddle going across the floor to the turtle and hare lever. tie the line to the lever so that when u push on the peddle the lever will be pulled to hare! hope this works for u !!!!!!

There probably isn't a speed control on the golf cart itself, but on its engine. To get more or less speed out of it, you would need to mess with the governor (on the engine itself).
