Teach the child about responsibility. Let the owner know about the scratch, then offer to pay for it. If you want, you could have the child earn money to pay for the damage by working off chores at home. The child learns from you. If you let him know that it's ok to damage someone else's property then just ignore it, that's what HE will do when he gets older. If we teach our children to be responsible, that behavior will affect all of his life and he will be a much more mature and responsible adult.
