The only qualifications you need are

1. A can (or several) of spray paint.

2. Painter's tape.

3. Common sense.

4. A steady hand.

I've spray painted my 1986 Jeep Comanche XLS many times, many colors. The cheap rattle can is just as good as the expensive stuff. Just cover up parts you don't want painted with painter's tape. Then pick a color and start spraying. I'd put more than one coat on and some clear coat on top. That'll give it that shine.
