You can use free photo editors to edit Facebook pictures. To use any photo editor, you need to save the Facebook pictures on your computer and open and edit them from there. After making the key changes, you need to upload the pictures back to Facebook.

Also you can from your computer. There you will find effects you can use, stickers, different fonts that you can use to type on your pictures, etc.

If you have Windows Movie Maker, you can use that to animate the images. You just have to scan your drawings and edit them on a photoshop-like program to clean it up, and also use it to make any character move. Mainly, you can treat the images like a stop motion picture on Windows Movie Maker to make your anime. If you don't have Adobe photoshop to help edit the pictures for your anime, you can try a program called GIMP or Paint.net. Those programs are free to use for editing pictures. Elements is a photograph software I think you are looking for After effects in which case there are hundreds of tutorials on google video search and youtube. If you insist on elements, you could use a program that exports the video in an image sequence and edit each picture with the effect and then recompile in another program, but this would take close to a thousand times longer...
