There is no way to tell without inspecting the home and it's surroundings. Who knows what may have happened to it in almost 20 years. I live in a mobile park and I know for sure that less than 10 % of the 300 people here ever actually do maintenance on their home . -Also concerning parks, there are excellent parks, good parks and a few like "trailer park city". -That definitely has an impact on prices.
