probably needs the TDC Sensor cleaning.
depending on the year model for 1985-1990 . before even setting camshaft on timing you must have the engine in top dead center if camshaft pulley is disconnected (only) if camshaft is not disassembled then just put the engine on TDC and have distributor in TDC aswell. refer to repairs manual for TDC specs. good luck
Actually the 96 cavalier i just rebuilt for a guy has an Over head valve engine in it meaning it has a cam inside the block with lifters and pushrods running up to the rockers up top.To start off make sure your engine is set to TDC #1 cylinder adjust the rocker nuts to 0 lash then 1/4 turn to tighten .Then put engine on TDC #3 do the same thing . Then cylinder #4 TDC . Then #2 TDC. Once you have done this on all 4 cylinders install the valve cover and it should fire right up. to do so you will have to remove the valve cover on the top of the engine. it would be a good idea to go to a parts store and purchase a repair manuel for your car if you have never done this type of work.
In K9K engine series: If you mean the tdc in order to lock crankshaft to replace timing belt, in front of the engine near the flywheel zone right below the oil pressure valve there is a small bolt (usually with a torx head "star"). Removing that bolt and inserting a special locking tool through that hole ,will lock crankshaft right on the tdc. No he means the TDC Sensor which is on top of the bell housing it is held in place on a banana shaped plate which is bolted to the engine with 2 10mm bolts.
