I don't know if this is the highest, but my 50cc moped gets 105mpg. But ya gotta be willing to put up with max speed of 30mph. I am currently doing my own research on "real" motorcycles, Suzuki 125cc street bike will do 60mph and still gets 90mpg (unconfirmed).
I live in Minnesota, neither choice is a year-round solution to high gas prices.
