Stay away from Ford, they typically have fatal flaws with their engines and electrical systems. This is due to lazy construction. Most MOPAR muscle cars are going to cost over $30k although they were known as "clunkers" back in the day because they were made from cheap metal that often rusted away. Quality and affordable muscle cars produced by GM are known to have the most satisfaction. The motors designed by Chevrolet and Pontiac set the standards for the entire muscle car era. Pontiac actually developed an early "HEMI" motor by using a hemispherical combustion chamber but it was not used in production and MOPAR took advantage of this idea. Depending on what level of restoration you are looking for and how much you want to spend up to the $30k range, here are some suggestions:


1968-1972 Chevy Chevelle
1967-1970 Chevy Camaro
1967-1970 Pontiac Firebird
1968-1970 Chevy Nova


I personally own a 1969 Firebird that I restored myself and I have recently started a
1970 Camaro Z-28 project.
