In 1965 and 1966, public pressure grew in the US to increase the safety of cars. In 1966, Congress held a series of hearings regarding highway safety and passed legislation to make seat belts mandatory, and created several agencies which would eventually become the National Highway Safety Act in 1970.

Highway Traffic Safety Administration. It was established by the HighwaySafety Act of 1970 to carry out safety programs.
The National Traffic and Motor Vehicle Safety Act of 1966 was significant because it established federal standards for vehicle safety and initiated a comprehensive approach to reducing traffic accidents and fatalities in the United States. This legislation led to the creation of the National Highway Traffic Safety Administration (NHTSA), which oversees vehicle safety regulations and promotes road safety initiatives. By mandating vehicle performance standards and encouraging states to adopt improved traffic safety measures, the act aimed to enhance public safety and reduce the number of traffic-related injuries and deaths.
