It should bleed its self when turning lock to lock while engine is running.

Drill through the lock. There is a "gear" on the back of the lock. Try not to drill through it. After you drill through the lock you can use a screwdriver to turn that gear to the right position (RUN or ACC )depending on what kind of car you have. Then all you have to do is remove the steering wheel and mis. parts to get to a screw that holds the ignition switch in. Then remove the lock and install the new one.

Not likely, unless the dirt restricted movement of the arm it was trying to protect and thereby causing the power steering hydraulic line to have a strain on it. A lot of power steering leaks are caused by turning the steering all the way to the right or left as far as you can and the hydraulic pressure is not regulated well at the end point of travel, full pressure applied against a stop, something has to give often the hose will burst or at least a seal will blow. It is important to remember not to turn the steering wheel lock to lock, or hard over in a parking situation for example.
