If you got their license number report it to the police and GET a POLICE REPORT! Then go to them with the report and estimates to repair/replace the windshield. They will usually comply. Having things like "Stay Back 200 Feet" on the back of the truck does not release them from liability.

However, the determination has to be made that the object which caused the damage came from the bed of that truck - trucks are not responsible for items which came off the road, were picked up by their tyres, and then flung from the tyres. They are, however, responsible for damage caused by an improperly secured load, including material which is able to come out of the bed of their truck.
