The size litre on an engine is often referred to as displacement(or total displacement) and is often referred to in cc's(cubic center-meters).

It relates to the total volume of all the cylinders together by the swept volume of each cylinder and its compression area. The swept volume is the quantity of space that involves the top of the pistons' position at start of its stroke(TDC) down to the bottom of the piston stroke(BDC) in the cylinder at the pistons' top when it reaches that position. Internally in a cylinder, there is some space at the top of the cylinder above the piston when the piston has reached the top of its stroke and is the compression area from which piston fuel engines derive their compression ratio specification for the engine.

Liters is the metric measurement. 1 liter equals 61.037441 cubic inches in an engine. So a 3 liter engine is a 183 cubic inch engine as you always round off cubic inches.
