Hazard waste may mean that is waste that could light something on fire easily like a lighter, or something that has a dangerous chemcial in it. That's hazard waste. To throw away things like that you can put it in special places for it, if your city offers it.

Unfortunately they are treated as garbage and go in the bio hazard waste.
