When your parking downhill you always turn the wheel to the right no matter if there is a curb or not. When your parking uphill you turn the wheel to the right if there is NO curb. If there is a curb you turn the wheel to the left. Hope it helped.
A yellow curb means no parking along that curb.
When parking uphill with a curb, the tires should be turned away from the curb.

There does not seem to be a fee for parking too close to the curb.
That depends on what color the curb is. White is for passenger loading or unloading only. Yellow is for cargo loading. Red means absolutely no parking. Green is usually for a limited time. Blue is for handicapped parking only. Watch the posted signs when you park.
