It's been my experience that problem is usually related to a grounding issue and or bad/loose connections.

In a 1980 Jeep CJ5, the instrument voltage regulator is typically located on the back of the instrument cluster. It's a small rectangular component that regulates the voltage sent to the gauges. To access it, you’ll need to remove the instrument cluster from the dashboard. If you're experiencing issues, you may need to replace the regulator to resolve the pegging problem with the gauges.

You might have a bad ground wire,you will need a wiring diagram to find location of grounding points.
they make a little clip that goes on thu can unplug the two wired un the back of the peg for the dome light or you can unplug the two wires on the back of the peg

Engine running rough sounds like a sensor (possibly the O2?) The gauges pegging low sounds like an electrical short. The SERVICE ENGINE SOON light should come on, so read the codes to see what it might be.
