you can envoke the 'appraisal Claus' of the contract.......they will need to explain how they came to the determination of value.......if you still cannot agree envoke the Claus......the will have to complete a market search/survey.....beware however.......could come up lower than the original offer.........what is the disagreement? how are you basing the the value as opposed them the ins company? i can try and help more, with more info.....
