If someone is following you and you are in a public place, stay in that place where there are people around you. The criminal's goal is to get you alone and then attack you. If you are in a public area, yell at that person to stop following you. Call the police and tell the police where you are at and tell the police about your situation. Never leave the public area. I was in a situation where this man wanted to kidnap me. I was 16 years old. He kept on following me around the store and would not leave me alone. If someone follows you while driving, do not drive home, make as many u turns as you can sneakily, or switch lanes, turn to random streets, or even better...drive to the police station. You need to be smart and aware of your surroundings in situations like these. If someone is following you while you are walking and the person is driving, run into a safe neighborhood area if there is one around you or run the opposite direction. The last time someone stopped their car right next to me, I ran inside a building and told the person what was happening. I saw the car drive off.

Essentially - anytime someone complains to the police reporting or alleging a criminal violation, the police take a report. Oftentimes, at first, there is no evidence except the complainants report until an investigation is begun that either does, or does not, confirm the complainansts report.
