The purpose of an earth strap is to ground the vehicle. Most vehicles have a negative earth, which is bolted to the chassis of the vehicle, not left dangling to drag through puddles.
Well....Seeing how this happened to me a month ago I'll give you a heads up. Worst case you could've bent a connecting rod (Hydraulic Lock-Up), or maybe sucked enough water (mists of water) through the air intake to thin out the oil to a point where you spun a bearing, or you even could've bent a valve. BUT... Driving through puddles isn't a big deal. Calling roadside assistants from the middle of a river is.

It goes through a cycle: first it falls from the clouds, then it gathers into puddles and then it evaporates witch happens by the sun it heats up the puddles and those puddles evaporate into or in clouds then when the clouds get colder rain drops then the cycle goes again. Hoped it helped you
when your driving on a really hot sunny day if you look in front of you - you can see what will look like water puddles but they dissappear as you get closer this is mirage
From my experience, it's a saying that is usually said from adult to child to keep them out of the puddles, but not to stop them from having fun.You make a game of "jumping over" them, thus avoiding splashing your clothes, rather than if you were "walking through" them....
