As of the year 2013 I would say some characteristics of a classic car would be it has a carburetor in it, hens before fuel injection. Another characteristic would be in my opinion having a body made of metal (not fiberglass). In terms of body style which I would say is superficial, but the most appealing aspect of a classic car is the body would not have that bubble/smooth look (e.i. chrome/metal plated grill/fenders, boxy looking, etc) today's cars have.

As for 'official' definitions, they vary by location. In Colorado, for example, ANY vehicle older than 25 years old is eligible for the "Collector Vehicle" five year tags, which means that a 1987 Yugo is just as eligible for them as a 1964-1/2 Mustang.
