after the water stays hot but the air doesn't.

Water cooling keeps your system cooler if you are constantly overclocking it. It does it far better than air cooling. However, the price for water cooling is higher than air cooling.

Evaporative cooling works best in climates with low humidity. It works by passing air over streaming air by way of a powerful fan. As the water evaporates, it causes the air to cool.
Circulating cooling water takes heat to the radiator (which cools by air passing through it rather than by radiation). On a simple motor bike, it is by air passing over cooling "fins".
Rapid Cooling can be achieved. water is a better conductor of heat, than air. Compact in Design, than that of an Air Cooled one. No need for large fins. Water is cheap. Water has to be mixed with coolant alcohol, to prevent freezing and stop corrosion.
You may have air pockets trap in the cooling system.
Evaporative cooling
Both air cooled and water cooled machine guns have been made.
The only thing that I've heard of with "wet cooling" in, is a wet cooling tower. A Wet Cooling tower for the closed-circuit cooling of water where the water to be cooled comes into direct contact with the cooling air dissipating heat by evaporation and air heating. The air draught required for cooling can be induced by fans or by the natural effect of the stack of the cooling tower building (natural draught cooling tower).So I don't know if that answers your question or not, but i hope it helps...
