The reason for this problem is the corrosion between the glow plug threads and the cylinder head. A lot of engines have this problem (in fact a risk at most engines, a lot of problem also with injectors and sprak plugs)) An excessive force with a torque wrench may cause the glow plug to break, or lead to damage to the thread. If this happens, the mechanic does not really have any choice but to remove the cylinder head from the engine to extract the glow plug (and high repair bill sure >1000$).
