The brake switch at the brake pedal is faulty, there have been recalls over this issue with post 1999 Golfs, Jettas, Beetle, etc. You can Google it. It will need to be replaced. Or you can repair it yourself: go here for instructions:

i replaced a brake light bulb in my 2001 golf now none ofthe brake lights are working ! i can not tell which fuse is the one for the brake lights ! please help ?
The tail lights on a VW Golf may keep blowing if a short is present in the system. When wires become damaged, they will quickly overload a circuit and blow fuses and bulbs.
Check the bulbs, fuse & brake light switch on the pedal.
try your brake light swtich on the brake pedal and check wires
Check the fuses. You'll probably need to replace the 20 amp fuse.
it is with all the other fuses under the dash to the right of the steering wheel there is a little door that you pull open to expose all the fuses and relays
You can reset the brake warning lights, on your VW Jetta, by backing up 20 feet and using the brakes. The automobile will sense the new pads and the warning light will go off.
Not unless they have head/tail/brake lights, license plates and seat belts.

Those are usually micro switches. They sense the location of the pedal when you're pushing it. They can also be brake lights if you have a turn signal & brake light package installed.
