What should you do before driving
It depends on the weather, the event, and the clothes you are wearing. If its for a meet or competition in cold weather a minimum warm up should be 20 minutes or so. If it's just to go jogging and you have sweats on or the weather is warm 5-10 minutes should be ok
I'd give everything a look before you start the engine and after, leave the engine for a few minutes before you start driving but it should be fine.
Currents of warm or cold air are constantly flowing, driving various weather fronts before them.
When driving in adverse conditions, clean the snow off of your car before you begin driving. Defrost the front and back windshields.
You should wait at least until the engine has stabilized at idle. Most vehicles stabilize within seconds after starting. In extremely cold weather conditions it may be beneficial to leave the engine running for a few minutes before driving to allow the oil to warm up to enhance circulation. Big diesel engines sometimes run for 10 or 15 minutes before they are driven.

They should be brought in before the first frost. You will have to pay attention to the weather as the days get shorter.
You should not drive while angry or upset.
You can't drive a car without starting it first, regardless of how cold it is outside.... If you mean should you warm it up, the answer is no if it is a modern fuel injected car. Just take it easy for about 1 mile or so. If it is an older carburated engine, then yes warm it up for a couple of minutes before driving off.
