I would set it at 73 degrees both for summer and winter.. if you constantly turning it up and down it will make your electric bill go up..
You should use a thermostat gasket along with the thermostat housing ring. The gasket should be replaced every time the thermostat housing is opened.
If you mileage has dropped dramaticly in a short span of time there is one very probable answer. The thermostat to you engines cooling system may have puller through into the engine itself, or simply be in need of a replacement. With no thermostat the coolant is constantly circulating the engine. It is supposed to only do this at a higher temperature but if the engine is constantly cold it will be running a rich mixture of fuel, causeing the mileage to be extremley poor. This thermostat should not be an expensive fix and i would suggest looking into the situation as I have seen it before.
You must use the EXACT Temperature thermostat for this car or it will constantly overheat. This is the same result if you use the high or low thermostat. If it is not printed on an underhood sticker, than consult the dealer. They won't have it in stock, but they can give you the correct temp ranged thermostat part number to cross reference. We cracked a head, and overheated several times learning this one.
Thermostat can stick open or closed. If sticks open, car will take longer to warm up because coolant is constantly flowing thru engine. If thermostat is stuck closed, engine will eventually overheat. In order for all emission systems to work properly, thermostat needs to be working. For 1995 GEO Prizm, if thermostat is working correctly, car should maintain proper operating temperature after is warmed up. If any doubt about thermostat, changev it every few years as is inexpensive and easy to replace.
Take the thermostat out, start the car and let it idle, see if it over heats. With the thermostat out of your car, it should just constantly circulate water, making it take longer to heat up. If it heats up fast then chances are that your pump is out. DO NOT LET THE CAR REDLINE.
First locate the top radiator hose,that hose should lead you to the thermostat housing. Second you loosen that hose from the thermostat housing. Third you take of the 2 Bolts off from the thermostat housing, they should be a 13mm or 1/2 inch socket or wrench and when it's off you should see the thermostat.

U take the thermostat out, get a pot of water, put the thermostat in it and start it to boiling. When the water reaches the temp that the thermostat is designed to operate at it should open , if not , it is defective
