You can get a Federally approved form from DMV to record actual mileage and keep with vehicle and just add that mileage the accumulated mileage on the new speedometer

Sorry, you can't do anything other than replace the speedometer itself. The speedo is driven by a magnet system which also gear drives the odometer which is tamper proof. Check with a dealer in your area and depending on state law, you may be able to get a used speedo unit from a recycling yard and the dealer will place a sticker on the car verifying actual mileage. ^^ That is incorrect, it is not tamperproof. The way to fix this is to replace the odometer gear itself. The gear costs $28. How do you remove the instrument cluster in a 1999 Toyota Camry?

The instrument cluster can easly be removed to change a burnt out bulb for example. Remove the 2 top Phillips screws of the instr cover with a stubby screw driver (and tilt the steering wheel down out of the way). Pry the plastic instr cluster cover panel out from the actual instr cluster using hooked or L shaped PIC tools (2 of them may be necessary) Be careful not to break the cover. Once you have pryed one of the snaps loose the other push in snap may snap loose easlily. Once the cover is removed it is easy to remove the 4 Phillips screws holding the cluster in. Putting the cluster and cluster cover back in place is a snap so to speak.
