I am pretty sure it runs off of the same fluid as the fronts. There should be a clear plastic tube running down the passenger side of your car which carries it from the reservoir in the engine bay back to the rear wiper.
You may want to try removing the wiper blade and shaft nut first to eliminate the blade from continually moving. Then, consult your mechanic.
A 1998 Oldsmobile Delta 88 is a rear wheel drive car. This means that a drive shaft runs from the back of the transmission to the rear axle to transfer power.
The cruise control is powered by the engine computer. If the engine runs, the fuses are ok.

Also there doesn't seem to be enough power going to the back hatch release or the wiper to operate. Had at one time the whole dash went out then came back while idling. Van is a 93.
On a 1998 Ford Explorer ( same as my 1995 ) Ford calls the smallrear shock absorber that runs on an angle the ( rear axle differential shock absorberor lateral shock ) As far as I can figure it is used to stabilize the rear differential ( P.S. I'm not a mechanic / technician )
The three wires are the ground wire, the hot wire that runs through the switch and is energized only when the switch is in the on position and the third wire which is energized anytime the ignition switch is on. This circuit allows the wiper arm to go to the "park" position when you turn the wiper switch off. If you turn the ignition switch off while the wiper is in operation it will stop immediately and not continue to the "park" position. When the ignition switch is turned on again, the wiper will return to "park".
Look for a broken linkage going from the wiper motor to the wiper arms. Also check to see if the nuts holding the wiper arms are loose, that is one of the most common problems, but usually only affects one wiper arm at a time.
