You need to command the PCM/TCM into line pressure test mode using a scantool. Otherwise you can control current into the PCS solenoid with a variable power supply if you are doing a bench test only.

Your fuel pressure drop could be do to a clogged filter, pinched line/hose, or a weak fuel pump. You should have around 35 psi at idle and 43 off idle. I hope this helps answer your question.
The vacuum power brake booster is probably pulling the engine down a little. And the torque converter is also slightly loading up the engine. If the drop in idle speed is more than a little, you might want to get the line pressure in your transmission checked & reset.
It is either screwed into the pressure line on the side of the transmission, or it is inside on the valve body.
RH side (passenger side) near rear of transmission
For the 2.0 4 cylinder it should be 9-13 psi, with a minimum of 13 psi deadhead pressure. With the 2.8 liter 6 cylinder it should be 5.5 to 6.5 psi at idle, there is no deadhead specification. Deadhead pressure is pressure at idle with the return line pinched off.
