Teens, just like anyone else, are required by law to have minimum coverage on any auto they drive. This coverage can "travel with the car" and be carried by the car owner, or it can be coverage the teen has themselves. Typically, a teen who does not own a car will not have car insurance, but may be carried on a parent's insurance policy, or even -- uncommonly -- have their own. So it's legal -- just pretty rare unless you're covered on your parents' policy.
