I had the same problem with my 96 Grand Voyager. When the transmission has a problem it will lock in first gear as not to leave you stranded in the middle of nowhere. There are electronics in the transmission and sensors that have detected a problem. I hate to say this but the transmission has to be rebuilt or changed.
A 2007 Chrysler Sebring that will not shift out of Park will probably need a shift solenoid replaced. This is inside the transmission and the transmission might have to be taken out of the vehicle to be fixed.

If it is a three speed transmission, there is an internal failure. If a four speed the computer has detected a malfunction and set a code.

If you have not done so, change the transmission filter and fluid; I would also flush the transmission.
Take it to a service shop and have the trans checked for codes.
Switch on the side of the transmission was bad. Possible output speed sensor, it is on the left side of the transmission towards the rear. Two wires in the connecter.
Line the key up with the bump in the ignition face (second position away from the driver) and try pulling it out while wiggling the shift lever in park.
You need to have the computer checked for codes. That will tell you what area the problem is in. It can be wiring, computer, or even an issue with the new transmission.
