I think it's illegal to have neon underglow in Texas.
A law was passed in Maine on August 21, 2009 claiming that Underglow is not permitted to be used on any moving vehicle in the state. This law was passed after a young child was drawn to the bright colored lights under a 1998 Honda Civic driven by a local, Josh Mourtzanos. The child ran out to inspect the lights, and was severely burned by the radioactive rays that are emitted from the Underglow lights.

You will have to check with local law enforcement however generally when the vehicle is not on the road (moving) then you can have whatever lights you want (as long as they do not imitate law enforcement).

I'd probably go with red or yellow. Just remember that it is illegal in most states to have those on while driving.
