if the wiper arms are stuck in the up position, the crank arm is bad. this part attaches to the wiper motor and wiper transmission. the part can be purchased aftermarket at part stores. it is around $60. It should come with directions on how to install
The wiper motor is a non repairable part, just replace it.
More information please. Which part of the system. The wipers? The wiper arms? The linkage conecting the wiper arms to the motor? The motor? The windshield washers? Windshield washer pump? Etc? Please be more specific.
I have the same problem, the dealer said that it is the windshield wiper cover, part number 88958136 (AC Delco). The cover has the circuit board mounted in it that controls the wiper motor. I bought on line at quite a savings, however, am trying to find out how to get to the windshield wiper motor to change it.
It is the wiper control module mounted on top of the wiper motor. Available at most auto parts stores for just under $30. The salespeople have limited knowledge of this part and will try to sell you everything from a wiper motor to the wiper switch on the steering wheel. The correct name and part number is Wiper Motor Pulse Board Module 81-158pb.

There is a switch inside the wiper motor that identifies the home spot for the wipers. If you have intermittent wipers there is also a controller for that. Either can give you problems but more likely the wiper motor switch. The wiper motor switch usually is not a separate part (comes with wiper motor assy.) Oh yeah, 1 other thing, be sure the wiper arms are installed correctly on wiper motor.
First thing to solve this issue is to look carefully at each part of the wiper including the motor of the wiper and try to understand what is the problem. Sometimes cleaning and reinstalling each part can make the wiper work excellent.
I took a piece of electric wire and hook it to the motor of the windshield wiper and place it on any metal part of the car and it start working again someone told me that windshield wipers sometimes lt has to do with electrical ground . but any way it worked. loldianedj
by up I'm assuming you mean they don't "tuck" back in like they should... This is most likely a wiper control module (pulse board) that attaches to the wiper motor, with three screws. You see this all the time with GM trucks. The wipers should 'tuck in' for aerodynamics. The part is ~$40 at your local parts store.
