you need a new heater fan its burnt out
Yes it is electric and no it's not supposed to run all the time, have the fan relay switch checked out, it probably needs replaced.
Check your electrical connections on the fan motor. They could be loose.
was there something on your dash that fell in the vent, a bad fan will make noise all the time.
Possibly the Heater Motor, if the fan is not coming on at all the bearing in the motor have probably gone out.
first of all i hate to say an obvious answer but does the heater motor even turn. Does it blow air at all. The first thing i would check is if the fan motor is blowing any air at all. Remove the wiring harness from the back of your 1994 Chevy heater fan motor. Remove the heater fan motor retaining bolts. Remove the fan from the front of the heater motor. Reverse the process to install the new heater fan motor.
It could be that the fan switch on the thermostat is turned on so the fan runs all the time not just when the A/C or heat is on. This is supposed to be the most efficient method.

The Furnace fan is used to assist the AC in doing its job It is not heating at all just air distribution.
