Yes! For a number of reasons: 1. If one of the cylinders is not 'firing' all the unburnt fuel that was delivered to that cylinder will pass into the exhaust system. From an emissions point of view the vehicle will almost certainly be emitting excessive (illegal) amounts of Hydrocarbons. If the vehicle is relatively modern (1992 onwards) there is a possibility that the catalytic converter (expensive!) may be damaged by the neat fuel entering it. 2. The vehicle's fuel consumption will be very poor. 3. The performance will be very poor. 4. Because only 3 of the 4 cylinders is working, the engine will be unbalanced and excess vibration can lead to other compilations throughout the vehicle - bits dropping off! 5. There is a likely-hood that the engine will overheat which can lead to further complications and expense.
It is possible in a Lincoln V8 for only four cylinders to be working if one bank of lifters and pistons is frozen. In an older vehicle that has been sitting for quite a while, the lifters and pistons might have seized up. It is also possible that the coil is bad and only sending power to four cylinders instead of eight.
A motor could run on even one cylinder but the cylinders that are not misfiring will work twice as hard and you could do more damage, for example if your spark plugs got really bad, your ignition coils, wires, or fuel injectors could go bad also.

Check to see if the top motor is running when you press the top up switch. Car has to be in park with emergency brake engaged. If motor runs but top will not move or binds then one or both of the lift cylinders are bad. Usually there will be hydraulic fluid leaking from the cylinders if one or both will not hold pressure. Replace cylinders if bad. The top could probably be manually closed if the lift cylinder arms are detached from the top frame. If motor does not run when the switch is pressed then check your fuses, the switch and the connector at the top motor to see if it is getting power.
