Yes you will and have to pay taxes in the new state. I know in CA that you have a certain number of days to register the car ( I think 90 days) and go through a smog check and show proof of insurance. In CA your taxes will be higher because of our money problems, registration has doubled. Mine went from $174 a year to $275, and still may go up more. CA will take every penny from you they can.
More info:
Depending on the state, you only have to pay the difference in taxes between the states. For example, if you move from Louisiana to Mississippi, and the tax rate is lower in Mississippi, there will be no tax owed (but nor do you get a tax refund from Louisiana, either).
But before you can get the new plates and state registration, you will have to get your drivers license for that state.

Laws of each state vary. You have to check with the DMV in the state you live in. Buying anything in this day and age constitutes having to pay taxes. The only question is would be who do you pay the taxes to.
If he has moved to another state and established residency for the prescribed length of time, then he can file in that state. It would be difficult to have it moved if he filed properly.
No, you do not have to pay California late registration fees on your vehicle before you can register it in another state
doesnt matter You would register and provide insurance in the State you live.
No, you would need to register it. The dealership simply "signs off".
The answer would be "YES" if you were to register the car in VA. But the answer would be "NO" if you were to register the vehicle in another state ie: you reside in, or intend to license the vehicle in. In truth with Automobiles the tax mostly called excise is collected by the registrar in the state you are going to register the vehicle in. Not only do you pay the sales tax when you first register the vehicle after purchasing it, but you also pay an excise tax.
