The person who ran the stop sign is at fault
A California stop is a rolling stop which someone would make in an automobile when encountering a stop sign.
How could you yield if you were hit in the rear. The car would be in front since you yielded to them.
Entirely situation dependent. We'd need to know the circumstances of the accident in order to give a correct and informed answer.

Well let's look at this from a logical standpoint. Did you cause the accident by running a stop sign or did the other party cause it because they were speeding? If you had not run the stop sign would the accident have happened in the first place? The answer is obvious. You caused the accident by running the stop sign. If you had stopped as you should have, there would never have been an accident. Now the judge may access some blame to the other driver if it can be proven they were speeding, but the real cause of the accident was you not stopping.
the only options are 1. to sue them. 1. You can file a report with your local authority and have their drivers license suspended until they decide to pay you.

whoever did not stop i guess. obviously there had to be a light or a stop sign and someone did not obey the stop sign or light. the first to stop at a 4 way stop has the right to go, if it is a light well someone blew the light.
you do not stop at a stop sign, you are required to stop for a stop sign.
