When do baggage handlers work?

Depends on their work area for the day. guys in the baggage sorting rooms start 2 hours before the first departure. guys working the ground area to load flights start 1 hour before 1st departure. all bags for a flight should be checked in and driven plane-side (or to the gate if the plane isn't in yet) 1 hour before departure time. This gives the load team 45 min to load. it takes about 6 seconds per bag to load or unload. ALL Airlines are running about this same rate of speed. however if you travel a lot you may sense that some airline are faster than others. this is due to the fact that some airlines such as southwest usually have fewer pieces to handle.. compared to Delta or United who may have twice as many pieces of checked baggage. for example; Southwest airline fly 737 planes which carries an average of 100 people. Delta flies lots of 757 which average 200 passengers per flight. About 75% of passengers have checked bags. so a SWA flight will have about 75 pieces to load/unload while the Delta flight may have 150. @ 6 seconds per bag. it would take SWA workers 450 seconds + 2-3 minutes to stop and take a breath...or about 9-10 minutes to unload a flight then an extra 10-12 minutes to load the out-going flight. Southwest will turn a flight (unload inbound and reload out bound) in 20-25 minutes. meanwhile, A workers unloading a Delta 757 (150 bags) @ 6 seconds per piece will need 900 seconds of actual movement and 4-6 min of stoppage for a breather. which is 19-22 minutes to unload. Also depending on the layout of the airport (design) some baggage claim areas are up to 10 min drive away from the gate where you land. and ground crew must observe speed limits and detours, tarmac traffic (delivery trucks for food supplies,lounge beverage trucks, repair, lavatory,, catering trucks etc) so if it takes 22 minutes to unload all bags, 10 minutes to drive to the baggage claim area, ad 2-5 minutes to begin dumping bags onto the claim carousel - arriving passengers would be waiting on average 35-40 minutes to get their stuff in baggage claim after arrival.
