Broken speed cable. probably doesn't have a cable it works off of a vehicle speed sensor. it could be bad
Next to the oil filter and where the lower radiator hose connects to the engine. Its on the front. No idea how it works.

Replace the vehicle speed sensor, this should show up as code PO500
Why would you want to disconnect it other than to keep your mileage down. That also works in conjunction with the ABS. If it is disconnected then it will show up in history codes.
i have a 91s10 4.3 auto and mine is not working either im going to change the vehicle speed sensor on trans and see if that works
the cam sensor reads speed and works with the crank position sensor to tell your coil packs when to fire your spark plugs and what cylinder to fire on
most of the time it means that either your speed sensor has gone bad, but in my 97 accord, it was because my brake rotors and pads were so shot, that was causing it. i change both and works fine now. id go with the sensor first. easy and simple fix that most anyone can do

If it works then all of a sudden it starts bouncing back and forth its your Vehicle speed sensor. NAPA part number Echlin VSS318 for a 98 Taurus. It's a little tough to access but achievable.
It could be the tires if they are over size I had the same problem. It was the 6 inch wire harness that connects directly to the rear ABS speed sensor. $50 from the dealer and I rewired it. Works like a champ.
