I assume you mean after pasting an image into gimp. Right-click on the layer in the layer box, and click "new layer" that will put the image on it's own layer.
Odd wording, I know.
The center layer if you are talking about GIMP is the original layer and you delete the original layer and keep the background copy and it will add the layer. If you have any more ?'s about GIMP message me and I will help you.

To make an image semi-transparent in GIMP, you can adjust the opacity of the layer containing the image. Simply select the layer, go to the "Layers" menu, and adjust the opacity slider to the desired level. This will make the image appear semi-transparent.
The GIMP color may not be changing due to a variety of reasons, such as the selected layer not being editable, the color mode being set to grayscale, or the color being locked. Check these settings and make sure they are adjusted accordingly to change the color in GIMP.
In the "Layers, Channels, etc" window, right click on a layer and click delete.
To superimpose pictures in GIMP, open both images in separate layers, adjust the opacity of the top layer to see both images, and use the Move Tool to position and align them as desired.
After opening your image in GIMP, you should see a menu bar at the top with options such as "File", "Edit", "Select", etc. One of these is "Layer". Select this and then select "Scale Layer" in the resulting drop-down menu.A dialogue box should appear. Enter your desired values and click OK.Voila. The effect will be applied only to the selected layer.I hope this has helped you!
You have to use the same layer to dodge or burn. It won't work if you use it on a new layer.
