Anyone below 18 in the United States is a minor. A minor can't sign a contract, but if your parents buy you a car you can drive it with a graduated driver license below 18. At 14 an instruction permits can be issued. The applicant must have written consent of parents or guardian. This must be signed in front of a state-certified examiner or a notarized copy given to the examiner. This is good for 6 months and must be under the supervision of a licensed driver at all times. To get a full license a person has to be 17.
