Assuming you are talking about a road car, 250hp can take you to approximately 130-160mph. This is heavily dependant on the gearing of the car, the aerodynamics, the rolling resistance among other factors.
If you want the theoretical top speed that a streamliner with "skinny" wheels, and an unlimited amount of space to reach top speed you have to take into account all the factors above and add in all the minute ones like air temperature and density.
Though according to Newtons 1st Law....there is no top speed!
i would guess no more then 10mph but prob an average of 8mph we have a 250hp 26ft tri toon that does 30 - 35mph
