1-2 feet out back, 2 feet & beyond requires a 'red-flag' attached to the
very-end ---they can be had at a local lumberyard /for example/ or any
red fabric like 1 foot by 1 foot size /to flop-around/ in the wind, and to
forwarn car behind-you at a red-light stop /for example/ so he/she
will not hit 'it' with their grille, when stopping behind-you. Although,
i have never learned of a 'limitation' as to length total maximum, however.
but i would use more red flags throughout the entire length, say every
2 to 3 feet, to appear to anyone, that you are not unsafe.
As to width /sticking out of the side-window when rolled-down/, probably,
put a flag on-it anyway to forwarn any car passing you, or pedestrian off
the curb, like craning their head-neck to look for a bus, trying to cross
the street, whatever. MAIN THING NO COP LOOKIN' AT YA, & if something
does happen, some freak accident, bicyclist, pedestrian, car, whatever
in a court of law, you took any/all precautions as are customary.
i have seen the 'flags' made of floppy-plastic, as well, so those are legal.
even an old red t-shirt nailed-tied to the thing is legal. RED. not pink,
not yellow, not white, MUST BE RED. side distance maximum would be
/arm's-length/ such as how far your arm-hand sticks-out say, for making
an old-fashioned hand-signal for a left hand turn display, would be
limitation for 'side' one could reason. with red flag. I've seen people tie
an extension-ladder to side of vehicle /lengthwise/ with flag at each end
one on front near headlight, one on back, near tail light. ok & legal. RED.
Its gone for ever, I am not sticking my hand in there. Seriously though it is relatively easy to remove the seat from the car if you need to to retrieve something.
The car was either as far away as you could make out. Either that or it was so far away that when you felt something bump against your car's rear, you knew that it was too far to be true.

That does not mean you are a weird person. However, consider how far you are sticking your head out of the window. If you stick your head out very far like into the next lane, then that is incredibly dangerous. If you are just sticking your head out the window for the heck of it, go for it! Not necessarily, however, it's a pretty unsafe thing to do as the car could pass by street furniture (lights, signs, etc) or other vehicles and you could be seriously injured. Best to leave it for dogs to do!
