The rule is to stop behind the stop sign. If there is a white line on the road, the vehicle should be completely behind it. Once you have come to a full stop, you may have to creep forward to see safely.
If there is a white line across the road you always stop behind it first. Then you follow through when its safe. However, if it's not marked, stop so that your front bumper is lined up with the stop sign, then you follow through.
